In 2024, the Washington State Legislature approved HB 2112 to help address the opioid crisis in the state of Washington. HB 2112 requires higher education institutions to provide opioid and fentanyl education and awareness information to all students, parents, and legal guardians. To help prevent overdoses, higher education institutions are also required to make Naloxone (Narcan®) and fentanyl test strips available to students free of charge.
What is Narcan®?
Narcan is an over-the-counter drug used to reverse the effects of an opioid overdose.
What are the signs of an opioid overdose?
- Unconsciousness or unable to wake up
- Slow or shallow breathing or difficulty breathing such as choking or gurgling/snoring sounds from a person who cannot be woken
- Discolored skin most notably in nails and lips
- Small constricted pupils that do not react to light

Anyone attempting to assist in a drug-related overdose is legally protected under
RCW 69.50.315 and RCW 4.24.300
Fentanyl test strips are also available to student. These are small strips of paper that can detect the presence of fentanyl in different kinds of drugs and drug forms such as pills, powder, and injectables.
In compliance with HB 2112, Spokane Community College provides naloxone (Narcan®) and fentanyl test strips free of charge. Students can obtain these items in the Student Health Clinic (Bldg. 7 room 118 or through campus security, bldg. 50). Narcan and fentanyl test strips will be provided with no questions asked.
